Chester D. Tindall - General Manager, TransPar Group, Inc.

Mr. Tindall is a nationally recognized urban school bus transportation executive. He has 30 years of management experience in transportation services and operations. He has extensive knowledge of the pupil transportation business and the key underlying matters that impact this business including finance, politics, fleet management & maintenance, minority business enterprise participation, community relations and union matters. During his decade of managing in the Chicago Public Schools Transportation Department, he has earned the praise and respect of local leaders and is an important city executive and community leader.

Mr. Tindall's areas of expertise include:

  • 10+ years experience in school transportation industry, 30+ in transportation
  • management of minority business enterprises, helping achieve successes
  • significant experience with organized labor negotiations & management
  • keen awareness of how pupil transportation policy impacts cost & service
  • specialist as to special education transportation challenges & solutions

  • broad knowledge of bus routing systems and proven routing strategies

Previous Accountabilities Include:

General Manager of Chicago Public Schools Bureau of Student Transportation Services - TransPar Group - TransPar provides specialized management and consulting services to school districts in the transportation industry. Mr. Tindall joined TransPar in 1997 to manage the southern region of CPS' pupil transportation system entailing 19 contractors and 200 schools. He became CPS Operations Manager in 1998, managing 61 contractors and 2500 buses. In 2005 he became General Manager and has executive accountability for the entire CPS school bus system with responsibility for the $100,000,000 of annual operating costs including 1300 school bus aides. During his tenure, Mr. Tindall has implemented service improvement and bus reduction initiatives, resulting in a cumulative bus reduction of 800 and cost reduction of $31,000,000. He supervises a team of 19 in downtown Chicago.

Director, Transportation Services - Lucas County (OH) Board of MR/DD - From 1993 to 1996, Mr. Tindall directed the transportation system of 150 school buses and trucks and 125 employees, encompassing safety, service, policy setting, and compliance with regulations.

Senior Executive / Chief Administrative Officer - United States Army - Mr. Tindall served for 21 years with a significant concentration of responsibilities in administrative and fiscal leadership and transportation management.

His credentials include:

  • BS in humanities and social services from Virginia State University
  • Graduate of the Executive Development Logistics Management College (a Masters level Logistics Science school)
  • Graduate of Command & General Staff Officer College (a Masters level leadership school)
  • Graduate of the Transportation Basic and Advance Courses (the United StatesArmy courses on transportation sciences, operations, administration and management)
