His extensive knowledge of the pupil transportation business encompasses such areas as dispatching, routing, driver recruiting/training, safety programs, budget, routing, fleet maintenance and management. Mr. Allen has managed bus terminals and driver workforces ranging from a few dozen to a few hundred.

General Manager of Operations - TransPar Group, Inc. - TransPar provides specialized management and consulting services to school districts and other entities in the transportation industry. Mr. Allen joined the company in 1999 to manage the St. Louis area operations. His responsibilities have grown to include management oversight for TransPar's multiple operations that provide contractual transportation management services to school districts. He is responsible for assuring high customer satisfaction, safe operations, competent local management, and superior fiscal performance.
District Manager - Laidlaw Transit, Inc. - Laidlaw is the largest provider of contracted school bus services. Mr. Allen joined the company in 1996, after the sale of Mayflower to Laidlaw. He first directed the operation of 7 locations ($12 million budget) in Central Illinois, then 4 locations ($14 million budget) in Northern Illinois. He provided corporate leadership to local terminal managers as to service and fiscal responsibilities.
Senior Operations Manager - Mayflower Contract Services - (previously RW Harmon & Sons) - Mayflower owned and operated 10,000 school and public transit buses throughout the nation. Mr. Allen joined the company in 1985 as a manager trainee, and was promoted many times as he assumed more responsibilities involving more buses over a broader geographical area. He assured high quality, safe, efficient school bus service.
